Thaksin vows to bare all about his opponents on Thursday

Ex-premierThaksin Shinawatra has promised to end his silence in order to tell hisside of the story about the social divisions and the political turmoilerupted since he came to power.
“I have to shake things up in order to separate the black from thewhite,” he said in his phone-in to the red-shirt crowd in Phitsanulokon Tuesday’s night.
He said his silence did not bring about peace as he had previously hoped.
He began his 10-minute speech by thanking his Phitsanulok constituents for their continuing support.
Hepraised Phitsanulok MP Niyom Changpinit for loyalty and lamented thatanother MP Monchai Wiwathanart deserted him to join the coalitionSocial Action Party.
He pleaded that only Thai peoplecould help him return to his homeland. He said he would devote his timeto lead the country as a show of gratitude in return for the people’shelp to bring him back.
He said his leadership broughtabout a thriving democracy and a strong government, hence causingresentment to his opponents who stood to gain from the weak politicalsystem.
He said the country has plunged to a lowest depthsince ousting him from power. He claimed his return could help torestore democracy and advance the country forward once again.
Although he did not make any swipe at the Privy Council like in the Sunday’s phone-in, he said one of the coup leaders, GeneralSaprangKallayanamitr, decided to join in the seizure of power because of his fear to be sacked.

Bt1 billion fund for Isoc projects in rural areas

Urgent approval to counter stronger anti-govt red shirts The Cabinet yesterday approved a fund of Bt1 billion to be set asidefor the Internal Security Operations Command (Isoc) -and used onprojects aimed at weakening the red-shirt movement.
Themove is part of efforts to counter a stronger anti-government andanti-establishment movement linked to former prime ministerThaksinShinawatra, sources said.
Thematter was given a high priority by the government and so urgentCabinet decided not to wait for the budget for the next fiscal year,sources said.
The fund resulted from close cooperationbetween Prime Minister Abhisit Vejjajiva, in his capacity as the Isocdirector, and Army commander in chief General Anupong Paochinda, who isalso deputy Isoc director.
Government spokesman PanitanWattanayagorn said yesterday the fund was for projects to fight theeconomic crisis through the royal sufficiency economy philosophy.
Panitansaid that according to Isoc, the projects would make use of the armedforces’ efficiency in helping to tackle economic problems. One goalwould be to promote reconciliation, instil the loyalty to the monarchand protect the institution from violations.
Projects would last for six months and target rural areas all over the country.
Thefund would be for training programmes, campaigns to promote His Majestythe King’s philosophy of sufficiency economy, civilian affairsoperations, management, evaluation of projects, and implementation ofprojects in villages and communities, among others.
Sourcessaid the projects would be similar to those implemented during thepost-coup government of Surayud Chulanont. At that time, militaryofficers were sent to villages throughout the country to “create abetter understanding” about the administration.
GovernmentHouse sources estimated that less than 20,000 red-shirt protesterswould take part in a rally planned to start tomorrow at Sanam Luang.
The government estimates that only 30 per cent of the “red shirts” likely to join the movement, really want to seeThaksinmake a political comeback and the remainder are simply opposed to the rulingDemocrat Partyor the anti-Thaksin People’s Alliance for Democracy (PAD), sources said.

All eyes will be firmly fixed on the meeting between Gen Prem and Foreign Minister Yang Jiechi.
The meeting is seen as having a heavy bearing given the continuingtalks on an extradition treaty between Thailand and Hong Kong andThaksin’s mounting efforts to discredit the Privy Council.
Mr Yang will visit Gen Prem at the Privy Council’s Office after hemeets Prime Minister Abhisit Vejjajiva as part of his two-day visit.
Sources said the meeting between Gen Prem and Mr Yang wouldunderline the need for immediate action to deal with Thaksin, whorecently launched a broadside against privy councillors. The meetingwill also take place against the backdrop of talks on an extraditiontreaty between Thailand and Hong Kong.
Thai politicians often visit Hong Kong to meet Thaksin. It is alsoreported to be the base for his phone-ins to gatherings of supportersto air his political views and criticise his political opponents.During a video-link address to his supporters at a Chiang Mai rally onSunday, Thaksin accused two privy councillors and some members of thejudiciary of being behind the plot to overthrow him.
All those accused by Thaksin have denied the allegations.
A close associate to privy councillor Surayud Chulanont, who wasaccused by Thaksin of being one of the architects of the 2006 coup,said Gen Surayud was concerned Thaksin was edging closer to offendingthe monarchy.
“The government must be aware of this and can no longer stand idle,” the source quoted Gen Surayud as saying.
After a meeting of privy councillors yesterday, a source at themeeting said Gen Prem was concerned about comments made against privycouncillors.
Gen Prem did not want people to misunderstand that privy councillors were involved in politics, the source said.
The meeting of privy councillors came two days ahead of a majorrally set for tomorrow by the United Front for Democracy againstDictatorship (UDD) starting at Sanam Luang before moving to GovernmentHouse.
UDD leaders expected tens of thousands to turn up at the mass rally.
Thaksin also vowed to expose more people involved in the movement against him during his phone-in speech tomorrow.
Thaksin appealed to his red-shirt supporters to come in droves to the gathering.
Speaking to 2,000 supporters in a rally organised by the UDD inLampang last night, Thaksin said if many supporters joined the rally,it would create legitimacy for his return to the country from exile.
He said the government was running the economy into the ground andhe would come back to mend the problems plaguing the country. He alsophoned in to other UDD gatherings yesterday in Chon Buri andPhitsanulok.
Siriphan Noksuan, a political scientist at Chulalongkorn University,said Thaksin’s phone-in address would not win new supporters. She saidthe former premier kept repeating himself in his addresses.
Interior Minister Chavarat Charnvirakul has threatened to transferprovincial governors if they fail to prevent red-shirt protesters inthe provinces from joining the anti-government rally in Bangkoktomorrow.
He had told governors and police to monitor the UDD’s movement closely.
A monitoring centre has been set up and headed by Metropolitan Police chief Worapong Chiewpreecha.
Reinforcements from the army could be called in to help police with crowd control.

Former prime minister Thaksin Shinawatra has sworn to expose those behind the movement to remove him from power.
Thaksin told supporters in a phone-in address at a politicalgathering in Chiang Mai yesterday he would unmask those involved in themovement that succeeded in toppling him from power during his nextphone-in at a Sanam Luang rally on Thursday.
Thaksin claimed Gen Panlop Pinmanee, the former Internal SecurityOperations Command (Isoc) deputy chief, had provided him withconvincing information on the movement.
”Two privy councillors led the movement and worked with Ai Pok,”Thaksin said referring to army chief Anupong Paojinda. Pok is GenAnupong’s nickname.
”Ai Pok in the past has denied it. But today he has stepped forward and accepted that he too was involved.”
Yesterday’s gathering took place at the 700 Years Stadium in ChiangMai. It was attended by about 10,000 red-shirt supporters of the UnitedFront for Democracy against Dictatorship (UDD) and its local allies.
UDD leaders asked its supporters to donate the 2,000-baht cashhandout they are to receive from the Democrat-led government as povertyrelief to finance the anti-government campaign.
Sirisak Tiyaphan, executive director for foreign litigation at theOffice of the Attorney-General, said talks on an extradition treatybetween Thailand and Hong Kong were proceeding smoothly.
The treaty is aimed at bringing Thaksin home to serve his jail sentence.
The former prime minister received a two-year jail sentence in the Ratchadaphisek land deal case last year.
A team of public prosecutors led by Mr Sirisak has begun negotiations. They returned from Hong Kong yesterday.
Mr Sirisak said his team discussed details of the draft with HongKong officials, although both sides still had many things to iron outdue to the different legal systems of Thailand and Hong Kong.
Mr Sirisak said Hong Kong wanted the treaty to specify clearly whatconstituted an extraditable crime while Thailand preferred a moregeneralised wording in the draft.
He said after it was approved and ratified by Thailand and HongKong, the treaty would be translated into English, Thai and Mandarin.
Thai politicians often visit Hong Kong to meet Thaksin. It is alsooften the base for his phone-ins to gatherings of supporters to air hispolitical views and rebut allegations against him.



Thaksin’s elder sister dies of blood infection
An elder sister of former prime minister[b]ThaksinShinawatra [/b]died of blood infection early Sunday following chronic kidney disease, a doctor said. She was 63 years old.

DoctorArthit Jiaranaisilawong, assistant director of Phra Ram 9 Hospitlal,said at 1 am Sunday that Yaowalak Shinawatra died at 10 pm Saturdaynight because of blood infection.

He said she was admitted tothe hospital on April 16 2008 with kidney problem. Arthit saidYaowalak’s condition worsened after she got blood infection Saturdaynight.

泰反對黨要求改組內閣
阿披實:不會屈服
（曼谷22日法新電）泰國首相阿披實周日說，他不會屈服于反對黨的要求而改組內閣。經過國會兩天的辯論，主要反對黨為泰黨對阿披實和另5名部長，提出的不信任動議，在周六不獲得通過，因此他們6人免遭彈劾。
國會對阿披實不信任動議投票結果，是246票反對176票贊成，而對外交部長卡席特不信任動議的投票結果，是237反對184贊成。
根據規定，不信任動議須獲3/5贊成票才可通過。
反對黨抨擊卡席特與抗議組織“人民民主聯盟”有關聯。該組織去年佔據首都曼谷的兩個機場，並造成曼谷發生騷亂。
阿披實周日早上發表電視講話時說：”246票比我期望的多。”
阿披實解釋說：“我們是根據表現來決定是否改組內閣。外交部長本身已清楚作出解釋。”
面對不信任動議的除阿披實、卡席特之外，還有財政部長高恩、財政部副部長巴蒂、內政部長差瓦拉和內政部副部長汶宗。
為泰黨在不信任案中指責這6人濫用職權，為個人和同僚謀取私利，存在嚴重違法違規行為。
